1) Medicare 2026: Pay bump proposed, but coverage is still stuck in the past
CMS’s proposed 2026 Physician Fee Schedule would raise physician payments +3.8% (APM) or +3.3% (non-APM) and is open for public comment through Sept 12, 2025. That’s positive—but it doesn’t fix Medicare’s decades-old rule that only covers spinal manipulation when delivered by DCs.
Why it matters: If we want seniors to access exams, imaging, and rehab from DCs, statute has to change—rulemaking won’t.
2) Veterans’ ACCESS Act (H.R. 740): faster referrals, cleaner payments
The bill to strengthen the Veterans Community Care Program was ordered reported (amended) by the House VA Committee on July 23, 2025. The text locks in wait-time/drive-time standards for community care, prevents telehealth from being used to deny in-person referrals, and extends the timely-filing window so community providers get paid on time. Why it matters: More consistent pathways for vets to reach local DCs—and better cash-flow protection for clinics serving veterans.
